為什麼納吉和他的朋黨縱然恨敦馬入骨,卻始終不敢真的動手逮捕他?只敢不斷製造虛假的控訴,比如這次的所謂《炒外匯虧損315億》的虛假指控,都只能是揮舞大旗叫囂而已,是始終不敢真的動手抓人?

是的,納吉敢敢對付所有反對他的人,包括安華、慕尤丁;甚至有些調查他犯罪證據的人都死於非命;但是很多人都奇怪,為何他始終不敢動敦馬一根毫毛?

因為敦馬在外22年,不是白混的!無論在政府部門、政府機關、甚至軍警部隊內都有很多很多當年受過他的提拔恩惠的高官顯要。這就是為什麼每當納吉及他的巫統當權朋黨批判敦馬的時候,總是有很多在馬來社會中屬於重量級的黨政軍領袖站出來捍衛敦馬!

納吉清楚得很,他如果真敢把敦馬送入監獄,馬來社會反對的聲浪肯定令他吃不消!面對即將來臨的全國大選,國陣已經失去華裔選民的支持,印裔社會也不會買他的帳;而馬來社會又嚴重分裂,一個處理不好,國陣真的隨時翻船去荷蘭!

敦馬在馬來社會的崇高聲望,不是任何巫統領袖,包括納吉阿末扎希所能相比。看清這個政治現實的納吉,豈敢造次?

(吉隆坡1日訊)國家銀行炒外匯案皇家調查委員會報告 提呈國會後,分析員認為,若國陣政府進一步採取行動並提控前首相敦馬哈迪,只會引起反彈,因為公眾的共識是這項調查具有政治動機。

皇委會報告鑑定國行在1990年代期間,炒外匯虧損高達315億令吉,並建議警方以刑事失信和欺詐罪名,調查時任首相敦馬哈迪和時任財政部長拿督斯瑞安華。

馬哈迪目前已是反對派希望聯盟的總裁;因[雞.奸]案被囚的安華則是公正黨實權領袖。

皇委會是在馬哈迪持續嚴厲批評現任首相拿督斯里納吉後設立的,被認為是反擊馬哈迪陣營的攻勢。

據《The Malaysian Insight》報導,分析員表示,納吉政府對30年前發生的國行炒匯虧損一事窮追不捨,卻對兩年前爆發的一馬發展公司(1MDB)醜聞的數十億損失視若無睹。

獨立政治分析員、馬來西亞砂拉越大學的前副教授安德魯博士(Andrew Aeria)表示,「把馬哈迪送上法庭,會讓國陣在大選中受到負面衝擊,他畢竟因為現代馬來西亞的建設,而廣受尊重。」

對1MBD醜聞視而不見

靈感中心(Ilham Centre)首席執行員希松慕丁(Hisommuddin Bakar)表示,皇委會似乎是出於政治動機,因為當局並沒有對1MBD醜聞採取任何行動。

希松慕丁說:「國陣不能用皇委會作為彈藥。因這是沒有影響的彈藥。」

馬來西亞國立大學的費薩爾博士(Faisal Syam Hazis)表示,如果國陣要利用皇委會的調查結果,來遏制馬哈迪擔任總裁的希望聯盟,那麼可能只會適得其反。

費薩爾說:「國陣已經失去了談論善政、透明度和腐敗的合理性。」

「有那麼多對政府內部人員的指控,卻不見對他們採取任何行動。但是當涉及到反對派,行動即迅速又有效。「

費薩爾表示,隨著大選臨近,皇委會報告可能會成為課題之一,讓國陣質疑希盟的可信度。

「馬哈迪執政22年,有不少政治包袱例如茅草行動。所以,我們將會看到更多這樣的課題被挖出來。」

安德魯也認為,即使當年國行炒外匯虧損被當作一個大選議題,希盟也可以反過來利用它對付國陣。

他表示,如果將馬哈迪帶上法庭,那麼法庭案件也將會為希盟開闢渠道,以質疑為什麼納吉不可以因為1MDB案在法庭上被質詢。

希松慕丁表示,任何起訴馬哈迪的企圖,都可能會吸引占了30%至40%中間選民的同情票。

「事實上,當我們在瓜拉雪蘭莪、大港和丹絨加弄進行調查時,皇委會沒有造成什麼迴響。因為這是一個複雜的問題,而且發生年代久遠,所以人們沒有切身感受。

BN will suffer backlash if Dr Mahathir is prosecuted, say analysts

BARISAN Nasional is inviting a backlash if it goes ahead and prosecutes Dr Mahathir Mohamad for the central bank’s forex losses of 30 years ago, because the public consensus is that the inquiry into the affair was politically motivated, say analysts.

The royal commission of inquiry (RCI) was initiated after Dr Mahathir became a fierce critic of Prime Minister Najib Razak, they said, adding the Najib administration was showing inconsistency in the setting of its priorities.

They said the Najib administration had doggedly pursued the business of Bank Negara's foreign exchange losses that occurred decades ago, but was sluggish in its reaction to the loss of billions in the 1Malaysia Development Bhd (1MDB) scandal that blew up a mere two years ago.

「Take Dr Mahathir to court and BN will suffer an electoral backlash as he is still widely and deeply respected for building modern Malaysia,」 said independent political analyst Dr Andrew Aeria, former associate professor at Universiti Malaysia Sarawak.

「Does BN want to risk making Dr Mahathir a martyr?」

Hisommuddin Bakar of the Ilham Centre said the RCI seemed to be politically motivated because there is no action taken on the 1MBD scandal.

「BN can』t use the RCI as ammunition. It is ammo that has no impact," said Hisommuddin.

And if BN were to use the RCI findings to tar rival coalition Pakatan Harapan – of which Dr Mahathir is chairman – it could even backfire, said Dr Faisal Syam Hazis.

「BN has lost the legitimacy to talk about good governance, transparency, and corruption,」 said Faisal of Universiti Kebangsaan Malaysia (UKM).

「There are so many allegations against people in the government yet there is no action against them. But when it comes to the opposition, action is swift and efficient,」 said Faisal.

Speedy RCI

The RCI tabled its 524-page report in Parliament yesterday which found that Bank Negara Malaysia had lost RM31.5 billion in foreign exchange trading between 1992 and 1994.

The RCI recommended that police investigate Dr Mahathir, former finance minister Anwar Ibrahim, a member of the BNM board of directors, the National Audit Department and the Finance Ministry.

RCI secretary Dr Yusof Ismail has lodged a police report in Putrajaya in connection with the commission’s recommendations.

Critics have questioned the speed and efficiency of the government’s probe into the forex losses compared to the losses in 1MBD, and federal agencies Mara and Felda.

The probe into the forex losses began with a special task force in February. In April, they recommended that the Najib administration set up a RCI.

The RCI’s hearings were conducted in August and September during which 25 witnesses including Dr Mahathir, Anwar, former Finance Minister DAim Zainuddin and Bank Negara adviser Noor Mohamed Yakcop were summoned.

The report was submitted to the Yang di Pertuan Agong Sultan Muhammad V on October 13,

In contrast, the police have yet to complete their investigations into 1MDB despite the many revelations of fraud and money laundering that began coming to light in mid-2015.

Attorney-General Mohd Apandi Ali declared that there was insufficient evidence in an investigation by the Malaysian Anti-Corruption Agency (MACC) on whether money was siphoned from the state fund.

The lack of punitive action in Malaysia over 1MBD is in sharp contrast to Singapore, which has jailed bankers and shut down the branches of two foreign banks for funneling 1MBD money.

Meanwhile the United States authorities have frozen and sought to seize more than US$1 billion in expensive properties and artwork believed to have been bought with money stolen from 1MDB.

A study by anti-graft body C4 into 1MBD’s deals and losses concluded that the company was set up to specifically steal billions from Malaysians.

Backfire

Faisal, of UKM, said the RCI would be one of several issues that would be trotted out as the general election nears to enable the BN to question PH’s credibility.

Najib has to call for GE14 before August but signals from the administration are that it will likely take place in March or April.

「Dr Mahathir has a lot of baggage during his 22 years in power, such as Ops Lalang. So it’s no secret that we will see more of such issues being unearthed,」 said Faisal.

Aeria says that even if the forex losses were to be used as an issue, the PH could turn it around and use it against the BN.

「A court case will also open avenues for PH to question why PM Najib cannot also be queried in court over 1MDB.」

Hisomuddin of the Ilham Centre said any attempt to prosecute Dr Mahathir could attract sympathy votes from undecided voters, who make up 30% to 40% of the electorate.

「As it is, the RCI had no traction among people when we were doing a survey in Kuala Selangor, Sungai Besar and Tanjong Karang. Because it is a complex issue and it happened so long ago that people don』t feel connected to it.」 – December 1, 2017.
