據英國《每日電 訊報》11月19日報道,英國國家安全局反恐辦公室發布了全新「遇恐襲逃生指南」,指導人們如何在恐怖襲擊中逃生。反恐官員告誡人們,遇到恐襲要儘可能逃跑或藏起來,千萬不要躺下裝死。

英國國家安全局反恐官員稱,在遭遇恐襲時,要盡全力逃跑,或把自己隱藏在安全地方,手機保持靜音。

逃生指南向商戶提出建議,應該採取英國國家反恐辦公室(NaCTSO)提出的「動態鎖定」措施,防止恐怖分子進入室內發起攻擊。

報道表示,巴黎巴塔克蘭音樂廳部分倖存者通過跳窗逃生,而沒能跑出音樂廳的觀眾大都遇害。英國安全局反恐辦公室發布的這份文件指示人們要「竭盡全力逃跑」,「拉別人跟你一塊兒跑」,「捨棄行李」。

要是逃生道路被切斷,就要就近尋找掩護,比如堅硬的牆。但找到掩體並不代表你是安全的,子彈可以穿過玻璃、磚頭和鐵塊。找到掩體後,應該保持安靜,手機調靜音,並馬上報警,報告所在方位、罪犯外貌特點及人質與遇害者情況。

Escape if you can. 如果你能逃生就逃

• Consider the safest options.

• Is there a safe route? RUN if not HIDE.

• Can you get there without exposing yourself to greater danger?

• 要到那裡之前,是否可以不要暴露自己?

• Insist others leave with you.

• Leave belongings behind.

• Find cover from gunfire.

• Location - Where are the suspects?

• Descriptions – Describe the attacker, numbers, features, clothing, weapons etc.

Police advice: What to do if YOU are caught in a terrorist attack

Counter terror police chiefs have issued guidance for what members of the public should do if they get caught in a terror attack on British soil.

The document comes just days after 132 people were killed in multiple gun and bomb attacks across Paris.

People should escape if they can, considering the safest route - but only if they can do so without endangering themselves.

If they can』t run, it’s safest to hide.

They should find cover from gunfire, remembering that if they can see the attacker, the attacker can see them.

The document notes that being out of sight doesn』t mean a person is safe - as bullets can go through wood, glass, metal and brick.

They』re also warned to turn their phones to silent.

Finally, when safe to do so, they should inform the police by calling 999.

The advice was published by the National Police Chiefs Council, as part of instructions to police forces and business owners on 『dynamic lockdown』 procedures.

It reads: 「This note provides guidance to develop procedures to dynamically lockdown their sites in response to a fast moving incident such as a firearms or weapons attack, either directly at the site or in the vicinity」

It goes on to explain that anti-terror police may point guns at members of the public and treat them 「firmly」.

And it warns members of the public to avoid sudden movements and keep their hands in view at all times.

The 『Run, Hide, Tell』 principle was first issued last year, but has been reissued as part of the police’s new dynamic lockdown procedures, which were published in error ahead of an intended PR drive next week.

A National Police Chief’s Council spokesperson said: 「The police National Counter Terrorism Security Office (NACTSO) published a guidance document entitled 「Developing Dynamic Lockdown Procedures」 on gov.uk in error.

「The unrestricted guidance document is not in response to any specific threat and is part of NACTSO’s ongoing work to provide protective security advice and information to stakeholders so they are better informed about potential threats and how to respond.

「It is intended for security officers and businesses so they can brief staff accordingly.」

根據她獲救後在網絡上的描述:

「你根本就不會想到這樣的事會發生會發生在自己身上。這只是一個星期五晚上的搖滾音樂會。當時的氣氛是多麼的歡躍,每個人又笑又跳。

然後這些人從前門闖了進來 開始開槍橫掃,我們當時還天真的以為這是節目的一部分。

原來這不止是恐襲,而是大屠殺!

很多人在我眼前被射殺。滿地都是血。整個音樂廳是那些大男人抱著女朋友的屍體發出的悽厲哭聲。未來的日子徹底被毀了,家人傷透了心,就在那一瞬間。

我是多麼的驚慌和孤寂,我就躺在那裡裝死超過一小時,躺在那一堆身軀不動的人堆中。。。我憋著呼吸,一動都不敢動,不敢哭。。深怕他們看到我恐懼的樣子。」

過後她被獲救,不過她的男友卻失聯了,她相信他已經不在了。

英國《每日電訊報》披露的一段巴塔克蘭劇院現場視頻顯示,在四五聲槍聲和驚叫聲中,幾十人從劇院側面的三個緊急出口逃到一條狹窄的小巷裡,人們跌跌撞撞,有些人躺在出口附近。劇院的二樓和三樓窗口都有欲跳窗逃生的人,一名穿黑衣服的女孩站在二層的窗戶上,手扒著三層窗口,身體吊在外牆上,進退兩難。另一段視頻顯示,一些傷員被朋友拖出小巷,地上留下一道道血跡。一位受傷的女士在緊急出口呼救。
