據菲律賓GMA新聞網25日報道，在本次國情咨文中，杜特爾特出現口誤，將南海稱為「中國海」（觀察者網註：南海在英文中叫South China Sea，即南中國海)。他同時表示，菲律賓將會繼續同域外有利益關聯的國家進行多邊或雙邊對話，繼續與夥伴國家深化反恐和災害應對的共識。

「We strongly affirm and respect the outcome of the case before the Permanent Court of Arbitration as an important contribution to the ongoing efforts to pursue a peaceful resolution and management of our disputes」
