DBKL推電子系統 停車付費更便利 ？
敦依斯邁醫生花園一帶的商業區，已裝上新穎的電子停車付費機，成為目前隆市區內，唯一可使用一觸即通卡付費的地區。
電子時代，社區設備也逐步邁入電子化！吉隆坡市政局計劃今年內，全面實施電子停車系統，透過加強版的付費系統，鼓勵民眾繳付停車費，藉此減少市民因沒付停車費而中交通罰單的情況。
隆市政局執行總監拿督莫哈末納吉早前表示，當局從去年杪開始，逐步提升市區內的停車系統，即推出電子停車系統取代舊式角子機，為民眾帶來更多便利。
這項全新的電子停車付費系統，將提供更多元化的付費便利，民眾可使用一觸即通卡輕鬆付費，繼而免除了掏錢包找零錢，投幣購買車票的麻煩。
目前，武吉免登、何清園、孟沙和敦依斯邁醫生花園等地區，都可見電子停車付費機的蹤影，不過，除了敦依斯邁醫生花園外，其餘的地區目前暫時仍無法使用一觸即通卡付費。
記者走訪何清園一帶時，發現當地的舊角子機已被新穎的電子停車付費機取代，而新機器的使用方式與舊式角子機大同小異，公眾還能以零錢繳付停車費，但功能就更為多元化，公眾可透過螢幕，瀏覽停車時限和系統諮詢聯絡號碼。
分階段逐步啟用
不過，據目測，當民眾停好轎車，欲利用一觸即通卡繳付停車費時，試了多次最終唯有放棄，這是因為電子付費尚未正式啟用。然後，民眾只好如往常般，輸入車牌號碼後，再投幣領取車票。
故此，記者撥打諮詢號碼詢問詳情，而接線員告知，除了敦依斯邁醫生花園外，其餘地區的電子付費系統，將分階段逐步啟用，如今仍在處理程序中。
「目前，大部分地區的一觸即通卡的電子付費都尚未啟用，我們將根據程序逐步啟動，但實施日期，至今仍是個未知數。」
Touch n Go一觸即通卡功能未啟用
受訪商家皆認為，電子停車付費機的功能性，確實比以往的角子機來得理想，惟卻無法發揮電子效應，皆因感應一觸即通卡的電子功能，遲遲都未能使用。
在當地營業約20年的葉觀發（59歲，服飾店業者）指出，新穎的停車付費機比角子機方便，包括角子機「吃錢」與印不出車票等問題，已減少發生。
「以往，角子機經常出現損壞，但如今已獲得改善，而美中不足的是，一觸即通卡的電子付費未能使用，令我們唯有繼續沿用零錢付費。」
他說，基於當地已實施電子停車付費，每當執法人員前來取締時，都會先利用儀器核對車牌，進行掃描，一旦證實車主沒有繳付停車費，便會發出罰單。
「所有列印出來的票據，都會標上無需展示票據的字眼，當執法人員前來開罰單時，我只需到付錢機繳費即可，無需趕往官員面前，出示票據。」
DBKL公共停車支付系統將開始接受Touch n Go 付費，再也不需要找散錢找得那麼辛苦了！
吉隆坡多個地區的公共停車支付系統已經升級換成智能付費系統，民眾再也不需要再挖散錢來繳付公共停車費了！什麼是公共停車智能付費系統（CALE CWT Terminal）呢？這個公共停車智能付費系統在國外已經開始啟用了，而馬來西亞才剛起步。這個新的智能付費系統內置了NFC系統，即提供民眾多種不同的付費方式，包括閃錢、一觸即通卡(Touch n Go)、手機付費等。
以往，大家只要在公共停車格內泊車，就必須用閃錢繳付停車費，這給民眾帶來了許多不便之處，民眾必須掏腰包找散錢才能繳付停車費。現在更換了智能支付系統後，民眾可以選擇用一觸即通卡（Touch n Go）就能夠輕鬆繳付停車費。
除了利用一觸即通卡(Touch n Go)來繳付停車費，現在也可以用手機應用程式(JomParking)來支付停車費。用手機繳付停車費在馬來西亞第一次使用的科技，這也非常方便民眾。民眾只需要在手機下載JomParking App就能夠輕鬆用手機付費，不需要再浪費時間到處尋找公共停車支付系統付費。出此之外，JomParking App還會在過時的15分鐘前通知用戶，讓用戶能夠不再擔心被抄牌或車子被拖走。如果約會延遲了，用戶還可以直接用手機來加長付費時間呢！這個真的是帶給民眾的一大方便之處呀！
DBKL估計會在今年年底全國升級公共停車支付系統。
手機應用程式鼓勵付停車費
為鼓勵市民積極繳付停車費，隆市政局出盡法寶，推出各式各樣的「停車便利」，好讓公眾能輕鬆付費，就如透過上線付費的「Jom Parking」手機應用程式。
Jom Parking手機應用程式是於去年推出，主要以硬幣進行交易，使用者可依據喜好，選擇6至106令吉不等的金額，購買500至1萬個硬幣。
當使用者下載該應用程式，填妥資料註冊為帳戶後，須按照程序進行加額，才能透過網絡繳付停車費。使用者可針對地區、交通工具和停車時間，作出選擇。
其中，該程序覆蓋的範圍共超過50個來自吉隆坡和布城的地區。
至於收費方面，每小時的停車費介於50仙至80仙，每個硬幣價值1分錢，換言之，50仙停車費需繳付50個硬幣。

隨著時代日新月異，智慧型手機已離不開現代人的生活，為了讓更多駕駛人士在隆市停車付費更便利，吉隆坡市政局（DBKL）推行全國首個電子停車付費系統「Jom Parking」手機應用程式。
記者測試，駕駛人士只需要在智慧型手機下載「Jom Parking」手機應用程式後，填妥資料註冊成為用戶（user）後，即可按照程序加額，完成加額後，就可透過網絡選擇隆市的停車地點、時間及交通工具繳付停車費用。
以代幣進行交易
該手機應用程式是以線上付費的方式繳付停車費用，主要是以代幣（Token）進行交易，駕駛人士可依據喜好，選擇6令吉至106令吉的金額，購買500至1萬個代幣。
儘管該手機應用程式甫推出，惟覆蓋範圍已達隆市與布城的各個區域，約有50個地區，包括武吉免登、蕉賴、秋傑（Chow Kit）、舊巴生路（Jalan Klang Lama）、甲洞等地區都已經可使用該程式進行電子停車付費。
至於收費方面，每小時的停車費介於50仙至80仙，每個代幣價值1分錢，這意味著50仙停車費需繳付50個代幣；80仙停車費則須繳付80個代幣。
有興趣的駕駛人士可透過谷歌商城「Play Store」或蘋果商店「App Store」，搜尋「Jom Parking」就能夠下載。
「Jom Parking」使用方式：
1. 民眾可透過谷歌商店「Play Store」或蘋果商店「App Store」，搜尋「Jom Parking」下載。
2. 利用電話號碼進行註冊，再填妥個人資料，以註冊成為會員。
3. 點擊右下角加額鍵（Top up），透過信用卡付費，為戶口加額，費用則以代幣（Token）計算。
4. 點擊右下角我的交通工具（My Vehicle）鍵，註冊交通工具的車牌號及車款，如WKL 1234， Myvi。
5. 點擊左下角的停車（Park A Car）鍵，選擇停車地區、交通工具、停車時間等選項後，點擊「現在停車」（Park Now），即完成繳付停車費。

DBKL (City Hall) and Citycarpark has installed new parking meters throughout the city. The new system came into effect on Oct 1.
The system boasts of hassle-free parking where users can pay via coins, the Touch 『n Go card, season pass and even an app.
On the first day of implementation, DBKL officers made several rounds at my office area in Desa Sri Hartamas to check on the system.
Those who didn』t pay obviously got a ticket from the officers. My questions to DBKL and Citycarpark are:
Why is it that most of the parking meters refused to accept 10sen coins? The parking rate is 50sen per hour. For those working from 9am to 6pm, we have to pay RM4 to RM5 per day. Who brings so much coins to work? It is difficult to carry so many coins.
Why didn』t Citycarpark come up with a machine that can accept bank notes like those in shopping malls?
The system boasts for payment with the Touch 『n Go card. It is already the end of November and yet until today, the card is still not accepted by the machines. So users have to pay with coins.
If they want to implement something, they should ensure everything is up and running.
The mobile app, jomparking, received bad reviews that a lot of people are not convinced and have not confident to install and use it.
The app developers said that they were slowly improving and developing the software. In the meantime, do we, the users, have to bear with this ?
As for the monthly season pass, I would like to suggest that users have an option to purchase the pass on a weekly basis so as to save cost especially for those who work from Monday to Friday.
I urge DBKL and Citycarpark to look into these issues and resolve them urgently. Users are made to suffer due to the inefficiency of the system.
